NYPD boss to be transferred after relationship with underling

A Bronx precinct commander was caught having a relationship with a female underling and is being transferred out of the borough — but will not face any other discipline, according to law enforcement sources and an internal record. 

Capt. Thomas Fraser, the commanding officer of the 45th Precinct, will head to Patrol Borough Manhattan North on Thursday after an anonymous complaint brought the relationship to light and he admitted to it, according to sources and an internal transfer record. 

Capt. Isaac Soberal, who currently heads the 40th Precinct, will take over for Fraser, 45, at the Throgs Neck station house starting Thursday, the record states. 

Sources said the underling won’t be filing a complaint and was a police officer who worked at the same precinct. 

The NYPD investigated and found the officer didn’t receive any special treatment, the two are both single and the relationship was consensual, a source said. 

While the department does frown upon bosses dating underlings, there is nothing in the patrol guide saying it’s forbidden, nor is it criminal, the source said. 

It is not clear how long the relationship went on for. Fraser could not be reached for comment.

He has been with the department for nearly 20 years — getting his start on Staten Island as a patrol cop in 2001. He spent six years patrolling housing projects in Brooklyn before becoming a platoon commander in the 71st Precinct in Crown Heights, the Bronx Times reported. 

When the veteran cop was promoted to commanding officer of the 45th Precinct in February 2019, he told the Bronx Times his policing philosophy is all about focusing on his “front line” officers who are fighting crime in the community. 

Fraser’s union, the Captains Endowment Association, declined to comment on the transfer.
